SCOPE. This specification covers liners for the wet weather ponchos.
CLASSIFICATION. The liners will be of Olive Drab Green 522.
Requirements.
3.1 Basic Material. The outer material shall be 100% nylon rip stop 1.6oz/sq.yard +/- 0.2 oz/sq yd.
3.2 Batting. The batting shall be made of a 100% polyester 2oz/sq.yard non woven material. The quilted polyester batting shall conform to type VII, cover C, except that the outer covering for batting intended for liners made according to figure 1 maybe full width, or may be joined with a single seam (before quilting) to achieve the full width or length required for liners. The bonded batting intended for liners made according to figure 1 shall be full width and length and butting or lapping is not permitted in either direction.
3.3 Seaming of cover material (for liners made according to figure 1). The nylon rip-stop material shall be joined before quilting, using seam type Ssa-1 and stitch type 301. The seam allowance shall be not less than ½ inch and the number of stitches shall be 10 to 12 per inch. The thread for seaming of cover material shall be nylon, type I, class A or B. The thread shall be dyed camouflage green 483 and shall show fastness to laundering.
3.4 Binding. The cloth used for binding all sides of the liner shall be 3 ounce nylon oxford cloth dyed a good match to the ground shade of the base material.
3.5 Tie laces. The tie laces shall be spun nylon laces 18 + ½ inches in length, except that the ends shall be fused or impregnated with cellulose acetate or cellulose acetate butyrate. The color of the laces shall be a good match to the ground shade of the base material.
3.6 Labels. Each liner shall have two (One in English and One in Dari) combination identification and care labels attached, except that the color of the label shall be medium green. The required labels shall include the following information:

4. Design. The liners conforming to figure 1 shall consist of non-lapped and non-butted batting with an outer covering that is either full width (non-seamed) or with an outer covering that is seamed before quilting. The liners conforming to the alternate constructions of figures 2 and 3 shall consist of two panels of quilted batting seamed through the center on either the lengthwise or widthwise direction. All liners shall be bound on all edges and shall be equipped with eight tie laces for attaching to a poncho.
4.1 Stitches seams and stitching. Seam allowance shall be maintained with seams sewn so that no raw edges, run-offs, pleats, puckers or open seams occur. The height of overedges stitching shall be 3/16 to ¼ inch. Unless otherwise specified, edge stitching shall be ¼ to 5/16 inches from edge.
4.2 Type 301 stitching. Ends of all stitching shall be backstitched or overstitched not less than 1 inch except where ends are turned under or caught in other seams or stitching. Thread tensions shall be maintained so that there will be no loose stitching resulting in loose bobbin or top thread or excessively tight stitching resulting in puckering of the materials sewn. The lock shall be embedded in the materials sewn.
4.3 Bartacking. Bartacks shall be ½ + 1/16 inch long and 1/8 + 1/32 inch wide and shall contain 28 stitches. Bartacks shall be free from thread breaks or loose stitching.
